Ms. Hoar earned her Juris Doctorate from the University of Tulsa, College of Law, in 2016. 

During law school, Ms. Hoar served as judicial extern to the Honorable John Dowdell of the United States District Court, Northern District of Oklahoma where she aided judicial staff in researching and writing opinions in cases that centered on civil rights violations allegedly occurring within a number of Tulsa County jail facilities. She captained her school’s moot court team in several nationwide competitions while also serving as President of the Public Interest Board, an administrative committee dedicated to fostering public interest internships and service opportunities to law school students.

In 2015, Ms. Hoar completed an internship at the Los Angeles City Attorney’s Office where she worked closely with the Police Litigation Unit, a division devoted exclusively to defending against alleged constitutional violations involving the Los Angeles Police Department. Thereafter, she interned for a law firm in downtown Los Angeles, where she gained experience in several practice areas including government entity liability, employment litigation, contract disputes, and general litigation matters.

After law school, Ms. Hoar joined Hurrell Cantrall as an associate attorney. Ms. Hoar is admitted to practice before all California state courts, and the United States District Court for the Central District of California.
