Heather Phillips graduated cum laude from Cal State University, Fresno with a Bachelor of Science in Criminology and Law Enforcement in 2005. She earned her Juris Doctor with high honors in 2008, graduating second in her class after being published in the "San Joaquin Agricultural Law Review" and receiving over a dozen "Witkin Awards for Academic Excellence." Ms. Phillips was able to complete her studies while becoming a mother of three by the time she was licensed by the California State Bar in 2008, perhaps her proudest accomplishment.

Ms. Phillips spent the next twelve years representing public employees and unions, specializing in the defense of public safety officers. Her experience in civil litigation and negotiation of union contracts made her a perfect fit for Hurrell Cantrall and she joined the team after relocating to Southern California in 2022.

Currently, Ms. Phillips is focused on the defense of various public agencies and private entities in civil litigation, including personal injury and toxic tort Complaints.
